I got a message from CFO (Commission on Filipinos Overseas) and its interest to help in the formation of the Filipino International School in Japan. Hope that you can help too by providing more data to know the concentration parameters in order to complete our proposal… ika nga’y, huwag po tayong pahuli at baka buo na at saka pa lang tayo tutulong… sana sa umpisa pa lang, makita na natin ang mga totoong kikilos para magkatotoo ang proyektong ito. This is Atty. Golda Myra Roma, officer of the Planning, Research and Policy Office of the Commission on Filipinos Overseas. I read your message in the pinoy abroad yahoo groups and I got interested regarding your proposal of establishing a Filipino school in Japan.
As you would probably know, the CFO is the Secretariat of the Inter-Agency Committee on Philippine Schools Overseas. CFO supervises and coordinates activities relevant to PSOs and assist in the establishment of PSOs, among other things. At present, there are 39 schools in 9 countries, 31 of which are already accredited by the Department of Education.
In this regard, may I inquire on how CFO can assist you in your plan to put up a Philippine school in Japan. May I also inquire on the following to assist us in evaluating the feasibility of putting up a school in Japan:
a. number of prospective students who may enrol
b. existence of Philippine studies or curricula in Japanese schools
c. possible venue

Usual styles:
(Jap-Fil couples)
school – Nihongo
bahay – Tagalog and English with nanay, Nihongo with tatay
environment – mini-mix nila sa mga Japanese-Filipino rin pag Sunday sa church o sa mga activity ng community
(Foreign-Fil couples)
school – English o kung anong main language na gustong ipaaral ng mga magulang say French
bahay – Tagalog with nanay, native language ni Tatay say French o Arabic
environment – mixed tapos iyung iba pinapa-attend nila sa mga libreng Jap schools ang kanilang anak para matuto rin ng Japanese
Samu’t sari ang natututunang salita ng mga kabataan pero mabilis ang kanilang pickup kasi bata pa.
Dito sa ganitong discussion natin naiiintindihan kung bakit mahalaga ang pagkakaroon ng sariling Filipino school sa Japan para may structure o modelo tayong maipo-promote para sa effective na pagpapalaki ng mga bata. Sa ngayon, experiential o basi sa mga experience lamang tayo nagbabasi. “Ang pagkakaloob ng Japanese nationality ay isa mga matitingkad na issue na kinakaharap ng mga bata na naka-depende kung ang mga magulang ay kasal o hindi. Halimbawa, ang mga batang isinilang ng dayuhang ina at amang Hapon na hindi kasal, kapag nai-”Taiji Ninchi” (pagrehistro ng amang Hapon bago isilang ang bata) ay makakakuha ng Japanese nationality. Subalit ang mga nabigyan ng “Ninchi” o kinilala ng amang Hapon pagkatapos isilang ay hindi maaaring makakuha ng Japanese nationality.”

Here in Japan, there are more than 400,000 Filipinos and we don’t have our own school. Why do Indians, Taiwanese, Brazilians, Chinese, Koreans, Indonesians have their own school in Japan? Also how come there are overseas Filipino schools in countries like Greece, China, Kuwait, Saudi Arabia, United Arab Emirates, Qatar, Libya, Oman and Bahrain? Isn’t it a big question?
